A Virginia court invalidated Digital Gateway's three data-center rezonings
The March ruling invalidated three rezonings for defective public notice. The county’s later update reports the original zoning restored while the comprehensive-plan amendment survives.
The short version

The challenge continued after approval
Prince William County approved three data-center rezonings in December 2023. Nearby residents challenged them. On March 31, 2026, the Virginia Court of Appeals held that the public-hearing advertising did not meet the governing requirements and invalidated all three approvals.
Residents and organizations used the courts
The opinion’s opening pages identify the litigants and organizations submitting supporting briefs. The Piedmont Environmental Council describes its involvement: opposition at planning hearings followed by a friend-of-the-court brief. Its stated concerns included the neighboring battlefield, land, water and energy.
Approved land could not move into construction
Page 53 recognizes that developers and the county could seek further appeal. The partial stay nevertheless keeps land disturbance and actual construction prohibited under the order. The court expressly says it is applying notice rules, not taking a side in the wider data-center debate.
For the developers, approval was not the finish line: the March ruling prevented construction while the legal contest could continue. The ultimate project outcome remained subject to further proceedings.
The later order changed the practical status
The county’s August 5 update says the original zoning was restored following the July 29 order. The comprehensive-plan amendment survives. Any new rezoning would require the ordinary application and hearing process. This adds the implementation outcome without calling the project permanently canceled.
