Tech and Tariffs: OpenAI reports a foreign reputation attack

OpenAI linked a likely China-origin influence operation to accounts spreading false data-theft claims about ChatGPT. It found no wider breakout.

The short version

  • OpenAI says likely inauthentic accounts attacked US technology policy and amplified false claims that ChatGPT users' data had been compromised.
  • The company found little engagement and no spread of the data-theft allegations to authentic high-reach accounts or beyond X.

Why it matters. Damaging trust in an AI service can be an influence objective alongside attacking the policies and infrastructure behind it.

The target was trust

The apparent testimonials presented a personal disaster: ChatGPT had lost users’ data and damaged their lives. OpenAI says those allegations were false. Its June disclosure connected the accounts to a likely China-origin campaign attacking American technology policy.

The tariff content had a revealing instruction: depict Donald Trump, but leave Xi Jinping out of the cartoons. The messages framed American policy as a bid to control technological competition.

Different messages, interacting accounts

OpenAI’s case report describes reposts and near-simultaneous replies connecting the tariff and data-theft accounts. It did not find that its models wrote the alleged victims’ posts.

The effort gained little visible traction. The disclosure matters as an attempted reputation attack—not proof that users were persuaded. OpenAI is both the investigator and the company targeted; the attribution is its assessment.
